(a) The following uses may be permitted as special land uses in the East Main Preservation District subject to the procedures and standards of Chapter 1274 of these Codified Ordinances.
(b) As part of the application requirements, a scaled architectural drawing of the proposed building shall be submitted.
(1) Two-family dwellings.
(2) Any person service establishment which performs services on the premises within a completely enclosed building, such as, but not limited to, repair shops (watches, radio, television, shoe, etc.) tailor shops, beauty parlors, barber shops, interior decorators, photographers and similar uses which meet the intent of this chapter.
(3) Restaurants, cafes and similar eating/drinking establishments without drive-up or drive-through facilities.
(4) Retail sales of products.
(5) Offices and office buildings of an executive, administrative or professional nature.
(6) Medical and dental offices.
(7) Banks, without drive-in facilities.
(8) Public and semi-public buildings such as, but not restricted to:
A. Church, mosque or synagogue and church, mosque or synagogue related accessory uses;
B. Municipal offices;
C. Libraries;
D. Museums; and
E. Schools.
(9) Dance, music and art studios.
(10) A building may be used for both residential and non-residential uses subject to the following conditions:
A. The dwelling unit shall be completely separated from the non-residential use by walls and doors or be located on a separate floor.
B. Each dwelling unit shall contain a minimum of 600 square feet of floor area.
C. Off-street parking for the residential use shall be provided as required by Section 1282.01.
D. A building permit shall be obtained to establish the separate dwelling unit in order to ensure compliance with the requirements of this section and with the Building Code. The entire building containing the dwelling unit shall also be brought into compliance with the Building Maintenance Code and Fire Code before an occupancy permit is issued.
(11) Bed and breakfast establishments.
(12) Other similar uses which the Planning Commission determines to be compatible with the above uses and which would satisfy the intent of this district.

(a) Minimum Lot Area. 8,000 square feet.
(b) Minimum Lot Width. 65 feet.
(c) Minimum Required Front Setback. The minimum required front setback shall be the average front setback for an existing building abutting each side of the proposed building. If the proposed building is on a corner lot, then the minimum front setback shall be the average of the two buildings closest to the proposed building fronting on the same street.
(d) Minimum Required Rear Setback. 25 feet.
(e) Minimum Required Side Setback. 10 feet on one side and six feet on the other.
(f) The Planning Commission shall have the authority to decrease the above required setbacks by no more than five feet if it can be demonstrated that such decrease is necessary for the viable operation of the proposed use and that the reduced setback will not have a significant negative impact on adjacent residents or properties.
(g) Accessory buildings shall comply with the regulations for accessory buildings for the R-1 zone as set forth in Section 1248.02.
(h) For non-residential use of a residential structure the parking requirements of Section 1282.01 may be modified by the Planning Commission in order to achieve the intent of the East Main Preservation District. A minimum of four parking spaces, however, shall be provided on site. If such spaces are located in the rear yard they shall be screened by a solid fence at least six feet in height or by sufficient landscaping to provide a year round screen.

The construction of a new building or the alteration of an existing building that is to be used for non-residential use as permitted by this chapter shall comply with the following standards:
(a) The building shall have roofs compatible with nearby buildings.
(b) The exterior walls shall be brick, wood, aluminum or vinyl siding that is similar in appearance to adjacent dwellings.
(c) A walkway shall be provided from the existing or proposed sidewalk to the front building entrance.
(d) Landscaping or fences may be required along those lot lines which abut residential uses to provide a measure of visual and sound privacy for adjoining residents. The Planning Commission in its discretion shall determine whether landscaping or fencing would best accomplish this objective. Fencing shall comply with the requirements of Section 1286.07.
(e) Dumpsters shall not be located within the front yard and shall be screened by a six feet high solid fence and located so as to be visually unobtrusive.
(f) (1) A non-residential use shall be permitted one sign which shall not exceed 16 square feet in size or four feet in height if placed on the ground or ten feet above the ground if attached to the wall. Signs shall be setback a minimum of five feet from all lot lines or attached to the street side of the building.
(2) A sign may be illuminated only by means of external, shielded light fixtures or the sign may be internally illuminated. Blinking lights on signs are prohibited. A light fixture for a sign shall be placed so as to avoid any glare when viewed from off the site. The source of the light shall not exceed a total of 150 watts and any such light source shall be enclosed and directed so as to prevent the source of light from shining directly or indirectly onto traffic or adjacent or nearby property.
(g) Exterior lights, except those with an incandescent bulb of 150 watts or less, shall have a cut-off type fixture and not be higher than 12 feet above grade. No light source shall exceed 200 watts. The Planning Commission shall have the authority to modify the above lighting standards to ensure that any proposed lighting will not create a hazard or nuisance from glare or light spilling on adjacent property.

(a) The proposed accessory building meets the standards of Section 1249.05, Design Standards.
(b) The size, location, appearance and architectural style of the proposed building will be compatible with the existing building characteristics of the immediate neighborhood.
