1269.03 SPECIAL LAND USES.
   (a)   The following uses may be permitted as special land uses in the East Main Preservation District subject to the procedures and standards of Chapter 1274 of these Codified Ordinances.
   (b)   As part of the application requirements, a scaled architectural drawing of the proposed building shall be submitted.
      (1)   Two-family dwellings.
      (2)   Any person service establishment which performs services on the premises within a completely enclosed building, such as, but not limited to, repair shops (watches, radio, television, shoe, etc.) tailor shops, beauty parlors, barber shops, interior decorators, photographers and similar uses which meet the intent of this chapter.
      (3)   Restaurants, cafes and similar eating/drinking establishments without drive-up or drive-through facilities.
      (4)   Retail sales of products.
      (5)   Offices and office buildings of an executive, administrative or professional nature.
      (6)   Medical and dental offices.
      (7)   Banks, without drive-in facilities.
      (8)   Public and semi-public buildings such as, but not restricted to:
         A.   Church, mosque or synagogue and church, mosque or synagogue related accessory uses;
         B.   Municipal offices;
         C.   Libraries;
         D.   Museums; and
         E.   Schools.
      (9)   Dance, music and art studios.
      (10)   A building may be used for both residential and non-residential uses subject to the following conditions:
         A.   The dwelling unit shall be completely separated from the non-residential use by walls and doors or be located on a separate floor.
         B.   Each dwelling unit shall contain a minimum of 600 square feet of floor area.
         C.   Off-street parking for the residential use shall be provided as required by Section 1282.01.
         D.   A building permit shall be obtained to establish the separate dwelling unit in order to ensure compliance with the requirements of this section and with the Building Code. The entire building containing the dwelling unit shall also be brought into compliance with the Building Maintenance Code and Fire Code before an occupancy permit is issued.
      (11)   Bed and breakfast establishments.
      (12)   Other similar uses which the Planning Commission determines to be compatible with the above uses and which would satisfy the intent of this district.
