105.08 FEES IN THE BUILDING AND HOUSING CODE.
   (a)   Submission of Plans to Board; Fees Required (1307.12).
      (1)    All plans for new buildings or alterations to existing buildings must be submitted to the Architectural Review Board for review and approval. In addition to the fees required to be paid for building permits as provided in Section 1329.10 et seq., the following filing fees shall be collected by the CBO from the applicant at the time plans and specifications are submitted and before a building permit may be issued:
         A.   Minor alterations and repairs (up to

      (2)    In the case of a special meeting requested by the applicant, an additional fee of three hundred dollars ($300.00) shall be paid by such applicant to cover the cost of a payment of fifty dollars ($50.00) to the CBO and to each member of the Board for their time at such special meeting.
      (3)    A fee of fifty dollars ($50.00) shall be paid to the Village for each plan to be reviewed by the Plans Examiner. The following deposit shall also be submitted to cover all expenses of such review by the Village and/or the Plans Examiner:

The CBO shall require a deposit of five hundred dollars ($500.00) for construction, enlargement, alteration, etc., in residential and multi-family and three thousand dollars ($3,000) in all other zoning districts.
   The CBO shall issue the permit required by this Building Code, fix the fee to be paid and collect and give receipts for the same according
to the following schedule:
   Permits which are to be issued for Commercial Occupancies, governed by the OBC, shall pay an additional assessment of 3%. The Building Commissioner shall give the permit required by the Building Code, collect and give receipts for the same according to the following schedule:

Each applicant seeking a license for registration to conduct business in the Village in trades set forth in Section 1329.03 shall pay a fee as specified hereinbelow. Such registration shall be obtained prior to commencement of any work within the Village. The license, if approved, is valid only until and no later than midnight of December 31 of the year for which the application was made and the license issued.

Other contractors include roofers, tile setters, siding, sewer, concrete- asphalt, masons, basement water proofing, carpentry, (minor alterations, repairs and others), dry wall, drop ceilings, painting, gutters, window replacements, and tool sheds that are wired for electrical.
The license to be issued to such applicant or applicants shall expire on December 31 at midnight of each year for which the same shall be issued. A one hundred dollar ($100.00) fee shall be paid with each application and retained by the Village regardless of whether or not such application for a license shall be granted.
Any contractor starting work without proper registration and/or permit; will be charged double fees for each.
      (2)   Performance Bond. Every applicant for registration as a worker in various trades, contracting work and crafts involved in a construction project(s) exceeding five thousand dollars ($5,000), shall, upon the approval of his or her application, furnish and file with the Building Department a bond in the penal amount of twenty-five thousand dollars ($25,000) for each of the contracting capacities in which he or she desires to perform work in the City. Such bonds shall be approved as to form by the Director of Law and as to sufficiency of surety by the Mayor. Such bonds shall guarantee full and faithful compliance by the applicant with all provisions and regulations of applicable building codes of the City, the State or any subdivision thereof now or hereafter having power and authority to regulate the construction of buildings or having structures in the City.
Liability Insurance: Every applicant for registration shall deposit with the Building Department evidence of a public liability insurance policy insuring the City against any loss or damage to persons or property resulting from or growing out of work being done or uncompleted. The amount of such insurance shall be at least one million dollars ($1,000,000). The amount of such insurance shall be at least two hundred fifty thousand dollars ($250,000) in case of injury or death to one person, and five hundred thousand dollars ($500,000) in case of injury or death to more than one person. In case of property damage resulting from but not limited to uncompleted work or damages caused by accident, the limits of liability shall be five hundred thousand dollars ($500,000) per non-completion or accident, with a total aggregate liability of one million dollars ($1,000,000). All policies shall be subject to the approval of the Director of Law.

      The fees for obtaining a Certificate of Occupancy for new construction or renovations shall apply the following types of construction. Said fees shall cover up to two inspections only.

   (m)   Zoning Permit/Building Permits.
Each applicant for a building permit who, in fact, does place upon land located in the Village any permanent object or structure governed by the Village Zoning Code, shall apply and obtain a zoning permit as described in Section . The fee for this certificate shall be as follows:

   (n)   Refunds or Transfers. There shall be no refund or transfer made of any building permit fee after the fee has been paid. If any work is commenced by any person, contractor or firm prior to obtaining the necessary and required permit, such person, contractor or firm shall be required to pay double the cost of the original fee required.

   (p)   Housing License Fee Requirements.
      (1)   The housing license fee required in Section 1335.32 shall be as follows:
         A.   Owner-occupied condominium units: $2.00.
         B.   Non-owner-occupied condominium units: $6.00.
         C.   Rooming house containing two or more tenants: $60.00 per rooming unit.
         D.   Non-owner-occupied one- or two-family structures: $75.00 per dwelling unit.
         E.   Three-family dwellings: $60.00 per non-owner-occupied unit.
         F.   All other occupied structures: $45.00 per dwelling unit.
      (2)   There shall be a limit of $2,000.00 for a condominium and $3,500.00 for any other occupied structure.
      (3)    The vacant property license fee shall be as follows:
         A.   Vacant housing structures: $200.00 per structure.
         B.   Vacant commercial or mixed-use building: $200.00 per structure.
      (4)   Inspection or Re-Inspection fees unsafe, vacant, abandoned dwellings or buildings
         A.    $100.00 per residential structure.
         B.    $200.00 per commercial or mixed-use building. (Section 1313.12)

   (q)   Grass Cutting.            $150.00
      per cut to be assessed as a tax lien on the property if not timely paid by the property owner after due notice.
