1329.15 ENGINEERING SERVICES, INSPECTIONS, PLAN REVIEW AND FEES.
   (a)   The Village Engineer shall have the duty to review, check and approve all plans, profiles, cross-sections, specifications and other pertinent work details concerning any construction project in the Village for which the Engineer services apply, before any construction has begun. Said services shall include any construction work that involves or impacts the Village's NPDES Permit. After commencement of construction, the Village Engineer shall periodically inspect such construction in progress.
 
   (b)    There shall be established an Engineering Services Deposit Fund wherein the project owner, contractor or developer, prior to obtaining any permit for construction or commencing any construction hereunder, shall deposit with the Chief Building Officer (CBO) or his/her designee, sufficient funds as described herein to cover such inspection, plan review and plan review costs to be completed by the Village Engineer or his/her staff. All fees or deposits are specified in Section 105.08(f).
 
   (c)   The CBO shall be responsible for collection of the initial deposit of fees required by this Section. All subsequent collection of fees, all accounting and bookkeeping functions and all billings submitted to any vendor, contractor, developer or utility. The CBO shall timely report and account for same to the Finance Director.
 
   (d)   During the period of completion of such projects the Engineer shall report in appropriate form, as may be determined by his office and the office of Finance Director, the hours of work performed on such plan review and/or inspection during each billing period for the Engineer at the rate set forth for such services rendered in the current contract between the Engineer and the municipality.
