1307.12 SUBMISSION OF PLANS TO BOARD; FEES REQUIRED.
   (a)   All plans for new buildings or alterations to existing buildings must be submitted to the Architectural Review Board for review and approval. All fees for submission of plans or requests for variance from Residential Code of Ohio shall be as stated in Section 105.08, et seq. and, in the case of construction, shall be in addition to the fees required to be paid for building permits as provided in Section 1329.10 et seq.
   The fees required herein shall cover the cost of architectural review, as required by Section 1307.11 However, if the Board determines that it is necessary to secure outside professional assistance and advice on plans, the cost of such professional services shall be paid by the applicant.
   (b)   In addition to the fees required to be paid for building permits as provided in Section 1329.10 et seq., and in addition to the fees required to be paid for examination by the Board under subsection (a) hereof, filing fees as set forth in Section 105.01 et seq., shall be collected from the applicant at the time plans and specifications are submitted, and before a building permit can be issued, for those plans required to be reviewed by the Plans Examiner, as specified in the administrative section of the Ohio Building Code.
   If the moneys deposited by the applicant, as required in this subsection, are not sufficient to reimburse the Village for the required plan review, then the applicant shall be required to deposit additional moneys in units of three hundred dollars ($300.00), as requested by the CBO. Notice of plan review approval shall not be given unless the deposit is sufficient to pay for the chargeable expenses.
   Any sum not changed against the deposit required in this subsection shall be refunded to the applicant or credited against other money due the Village pending projects of the applicant.
   
   (c)   No building permit shall be issued by the CBO unless plans and specifications for the building have been first approved in writing by the Board upon the affirmative vote of a majority of its members present at a meeting of the Board at which there is a quorum.
   (d)   Six sets of plans shall be submitted and shall include the following:
      (1)   Site and location plan, which shall show the existing adjacent finished grades and proposed finished grades relative to street grade. The plans should include sewer connection elevations.
      (2)   Basement or foundation plans.
      (3)   All other floor plans.
      (4)   All exterior elevations.
      (5)   Roof plan for flat roof structures.
      (6)   Sufficient scales details to define the character of the design.
      (7)   Location of garage and driveways should be shown as on the plot plan.
      (8)   All drawings shall be shown at the definite scale, as indicated, and shall be reproduced at the scale shown. The drawings and plans submitted shall be drawn as the building is proposed to be built.
   (e)   A schedule of exterior materials, finish and colors, must be shown on the drawings submitted. The Board shall request samples of exterior materials. Plans for remodeling buildings which affect the exterior appearance shall be accompanied by a drawing sufficient to show the existing building or with photographs of the existing building and surroundings.
