Every multiple-family rental dwelling and every one and two-family rental dwelling shall comply with all "A" class violation listings in order to receive a Temporary Certificate of Occupancy. A Certificate of Occupancy shall be obtained by full compliance with all "A" class violations and "B" class violations.

* "B" class violations are those that do not affect the health or safety of the occupant or adversely the structural integrity of the building.
