A. Permit Required: No building or other structure shall be constructed, remodeled, repaired, moved or demolished where the cost of such construction, remodeling, repairing, moving or demolition is in excess of one thousand dollars ($1,000.00) unless a building permit authorizing such construction, remodeling, repairing, moving or demolition shall first have been procured from the building commissioner.
B. Application For Permit: Permits for constructing, remodeling, repairing, moving or demolishing a building or buildings, or other structures, shall be procured by making application for same by submitting a building permit application to the building commissioner. No application shall be accepted unless signed by the owner of the property to which the application relates, or by his duly authorized agent. Applications shall be made only on forms furnished by the building commissioner. Each application shall be accompanied by the submissions required in chapter 3 of this title. Plans and specifications for construction of new buildings, additions to existing buildings or other structures shall be certified by a licensed architect.
C. Issuance Of Permit: No building permit shall be issued if site preparation work has not been completed in accordance with the requirements of any site preparation permit issued as a preliminary condition to performing the work. However, if the application is in proper form and if it appears therefrom and from the plans and specifications submitted with such application that the work proposed to be undertaken does conform with this title and all other village ordinances, and when all site preparation work has been performed and the required fees, charges and deposits are made, the building commissioner shall issue the building permit applied for.
D. Water Connection Fee: The water connection fee is provided for in section 7-1-5 of this code.
E. Duties Of Building Commissioner: The building commissioner shall have the powers and duties assigned to the position of building commissioner as set forth in this title. Whenever any of the adopted codes refer to "administrative authority" or "code official", such terms shall refer to the building commissioner. Any person serving as building commissioner shall have a broad knowledge of building construction insofar as practical and technical concepts including the related fields of plumbing, heating, ventilating and electrical construction. The building commissioner's basic duties shall be as follows:
1. Set up, keep and maintain a file of applications, permits issued, plats diagrams, plans and other data required by this title to be filed.
2. Receive all applications for building permits and approve the issuance of building permits when the applications comply with the requirements of this title.
3. Receive reports of inspectors of the village of Golf or other recognized inspection services, after investigation of their qualifications and reliability, in connection with reviews of commercial projects or code matters beyond the general competence of the building commissioner, provided such reports shall be made in writing and certified by a responsible person of such agency or service.
4. Make the necessary practical inspections of work performed in the field or reasonably ascertain whether all regulations of this title to property, buildings or structures are complied with.
5. Keep a record of all inspections made, of reports rendered and of notices of orders issued and deposit such records in the individual property file previously mentioned. (Ord. 2009-17, 11-9-2009)
