4-5-1: DECLARATION OF POLICY:
The purpose of this chapter is to protect the public health, safety, and welfare by:
   A.   Providing for administration, enforcement, including abatement of public nuisances, and imposition of penalties.
   B.   Establishing a program for identification, registration, and regulation of buildings which are or become vacant on and after the effective date of this chapter.
   C.   Determining the responsibilities of owners of vacant buildings.
In all cases where no provision is made in this chapter defining what nuisances are and how the same may be removed, abated or prevented, in addition to what may be declared such in this chapter, those offenses which are known to the common law of the land and the statutes of the state as nuisances may, in case the same exist within the village limits or within one-half (1/2) mile thereof 1 , be treated as such and proceeded against as in this chapter provided, or in accordance with any other law which shall give the officer trying the same jurisdiction. This chapter shall be construed liberally to effect its purposes. (Ord. 2010-04, 5-10-2010)

4-5-2: OTHER ORDINANCES:
This chapter shall not be construed to prevent the enforcement of other applicable ordinances, codes, legislation, and regulations which prescribe standards other than are provided herein, and in the event of conflict, the most restrictive shall apply. (Ord. 2010-04, 5-10-2010)
