At any time after receiving a first notice pursuant to § 34A-4, the person affected may question the bill and request that the bill be reviewed. A request for review under this section shall be filed in writing with the village clerk no later than 15 days after a final notice as provided in § 34A-6. Following receipt of a request, the village clerk or the clerk's designee shall refer the person to the appropriate village employee with authority to resolve the dispute. After receiving a review request, the appropriate village employee shall invite the person affected to submit documentation supporting any claim that the original bill was not correct. Whoever shall conduct the review shall be called the "review officer," and shall conduct the review in a disinterested and unbiased manner. The review process is designed to obtain all information and evidence relevant to the billing and money owed, and the dispute concerning it. After review is completed, the review officer shall make written findings of fact and a written determination, and shall send a copy of the decision to the person liable for the bill or money via personal service or United States mail. In the case of a landlord, such decision shall also be sent via personal service or United States mail to all of the landlord's tenants residing on the property which may be affected by a termination of services as a result of the decision pursuant to § 34A-7.
