(a) If, at the end of 30 days after any monies, as provided in § 34A-2, due to the village have not been received, the village clerk or the clerk's designee shall serve a "first notice" upon the person owing the money, by first class mail. Service is effective on the date the first notice was mailed. The notice shall advise the person that it is the "first notice" pursuant to chapter 34A of the Glencoe village code, and it shall include a copy of the unpaid bill(s) revised to include a 10% late payment penalty. The notice shall also advise the person of administrative procedures for contesting the bill, including procedures for requesting an informal hearing.
(b) This requirement for a first notice shall be deemed satisfied with respect to water and rubbish bills by service of a "reminder notice" pursuant to the administrative regulations of the Glencoe department of public works.
