GENERAL PROVISIONS
§ 51.001 PUBLIC UTILITIES.
   The Village Board shall have charge and management of the Water Utility and the Sewer Utility and shall supervise the operation thereof.

§ 51.002 RULES, REGULATIONS AND RATES.
   (A)   Rules, regulations and rates governing the Water Utility and the Sewer Utility shall be as approved by the Village Board (and with respect to the Water Utility as approved and filed with the State Public Service Commission). Such rules, regulations and rates shall be considered a part of the contract of every consumer of services of the Water Utility or Sewer Utility and each consumer by acceptance of service assents to such rules, regulations and rates.
   (B)   Because charges for utilities are subject to extensive, lengthy and sometimes wordy revisions, and are revised from time to time, the Village Board will continue to approve rate and charges but such ordinances shall not be placed in the body of this chapter and shall instead be placed in the appendices of this chapter under the appropriate utilities. Water Utility rate ordinances shall be placed under Appendix K, and Sewer Utility rate ordinances shall be placed under Appendix L (both appendices, attached to the ordinance establishing this section, are hereby adopted by reference as if set out in full herein). Upon adoption, the date of adoption of the ordinance shall be subscribed in this section.
   (C)   Because different requirements of the individual utilities may be made a condition of grant or loans by granting agencies, the specific language of §§ 51.015 through 51.031 shall apply to the Water Utility, and §§ 51.045 through 51.051 shall apply to the Sewer Utility. If the specific requirements of either subchapter conflict with general requirements applicable to all utilities, the specific requirements of §§ 51.015 through 51.031 (Water Utility) and §§ 51.045 through 51.051 (Sewer Utility) shall control.

      (2)   Date of adoption of sewer rate ordinance. Location of ordinance: Ordinance 73, adopted December 14, 1983, Appendix L (Appendix L, attached to the ordinance establishing this section, is hereby adopted by reference as if set out in full herein):
         (a)   Amendment #1 adopted;
         (b)   Amendment #2 adopted February 8, 1984;
         (c)   Amendment #3 adopted March 13, 1985;
         (d)   Amendment #4 adopted June 12, 1991;
         (e)   Amendment #5 adopted February 10, 1988;
         (f)   Amendment #6 adopted August 10, 1994; and
         (g)   Amendment #7 adopted September 2011.
