All sewer services, charges and special assessments shall be a lien on a lot, part of a lot or land on which sewer services were supplied. All sums which have accrued during the preceding year and which are unpaid by October 1 of any year, shall be certified to the Village Treasurer to be placed on the tax roll for collection as provided by state law, including Wis. Stats.§ 66.0809.
