All fire hydrants shall be under the control of the Village Board who shall be responsible for their condition. The Fire Chief of the area Fire Department shall periodically make an inspection of all hydrants owned by the village and by trail determine whether they are operating satisfactorily. No person in the village shall be permitted to use or take any water from any public hydrant for private use unless such person shall have first received a permit signed by the Village Board permitting the use of water from the hydrant for that purpose.
