All water services, charges and special assessments shall be a lien on a lot, part of a lot or land on which water services were supplied. All sums which have accrued during the preceding year, and which are unpaid by October 1 of any year, shall be certified to the Village Clerk/Treasurer to be placed on the tax roll for collection as provided by Wis. Stats. § 66.0809.
