(A) All persons taking water from the village system shall receive the same through a meter installed and paid for by the village.
(B) All meters shall be placed and connected by the Water Utility and the owner of the premises shall pay the standard price fixed by the Public Utilities Commission for such connection.
(C) All meters shall be placed in the basement of the building where the service enters the same. Where there is not a basement, the meter must be placed indoors to prevent freezing.
