(A) Meters are the property of the town.
(B) Special fittings are required for connecting meters into the water line. These are a part of the owner’s property. These connections are furnished by the town at no cost.
(C) If the meter is not operating properly, the Director of Public Works should be consulted.
(D) Meters shall be placed in the basement wherever practical. When this is not possible or not convenient, the meters may be placed in any other heated place, or in an insulated box outside the building. The insulated box is to be provided by the property owner and constructed according to specifications. The Director of Public Works shall be consulted.
(E) The town has the right to estimate the water usage, if a meter or wiring is found faulty or has been altered.

Water rentals at the established rate will be charged against property that is required to be part of the town water system. If such sum is not paid to the town, the Town Clerk shall certify the account with a description of the premises and shall extend the same to the assessment list of the town as a special tax on said property. If the land for any reason is exempt from general taxation, the amount of such charge may.be recovered of the owner in a civil action.

After the payment of $10 from the property owner or designated agent, water may be turned off on property that will be vacant. If the water is not turned off at the main, when the property is vacant, the property owner will be charged the minimum rate. A charge of $10 will be assessed to restore the service.

(A) All bills for water are due and payable at the office of the Town Clerk the twentieth day of each month for all water used the preceding month, and will become delinquent on the twenty-fifth day of the month. When an account is or becomes delinquent, a late charge of 10% of the newly delinquent amount will be added to the balance due. If still delinquent on the thirtieth day of the month, the water may be shut off without further notice and not turned on until all bills are paid, including an additional charge of $50 for turning on the water service. Owners of property served will be held liable for all water and service charges. Payments will be accepted from tenants, but will not relieve the owner if the tenant becomes delinquent.
(B) The town will charge, effective 11-1-2017, all users of the system based on the equivalent dwelling unit (EDU) gallons provided system. The EDU system is based on the size of the water line or meter serving each unit connection to the system, with the EDU being the projected use per unit based on the cross-sectional area of the meter or line. A base rate or a multiplier of one will be established for the size of meter most commonly used by users if the system, which is currently three-fourths inch (the “standard line”). Users with lines or meters larger than standard line will be assigned an EDU based on a ratio of the cross-sectional area of the larger meter to that of the standard line. This water rate increase will become effective on 11-1-2017, and will be included in the November billing.

(C) The town will charge a rate of $20 each month for fire protection on all improved property within the town that is neither hooked up to, nor using, the town water system where available.
