None but licensed plumbers shall be allowed to do any work in connection with the service pipes when water may be drawn from the town mains, and all plumbers must make return to the proper officers of the town a true and correct account of the work done within 24 hours afer completion; provided, however, that, the town by its duly authorized employees may do any of said work.
