As used in this chapter:
(a) “Billiards” means any of several games played on a table surrounded by an elastic ledge or cushions and using balls which are impelled by a cue, including all forms of the game known as pool.
(b) “Billiard room” means any public place wherein the game of billiards is permitted to be played, and does not include a private residence.

The Mayor may, upon the application of the owner or proprietor of any billiard room and the payment of the annual fees required herein, issue a license for the operation of a billiard room. Every application for a license shall be in writing and shall state such information as may be required by the Mayor. No license shall be granted to a person who has been convicted or pleaded guilty to a felony.
Licenses shall expire on December 31 in each calendar year.
