Every pedestrian shall cross at a designated crosswalk and when crossing at any other point shall yield the right of way to motor vehicles lawfully operating upon such public grounds. Pedestrians shall not step into or upon approaches or driveways for motor vehicles without looking in both directions to see what is approaching. No person shall stand or park a motor vehicle on public grounds on any driveway or approach except at places designated for such purposes.

No person shall operate a motor vehicle on public grounds unless he or she has first obtained a license required by the State and no person shall operate a motor vehicle on public grounds during a period when his or her license has expired or has been cancelled, revoked or suspended.
