It shall be the duty of the Police Department to enforce the provisions of this chapter. Officers of the Police Department are authorized to direct all traffic on public grounds either by person or sign in conformance with this chapter. No person shall refuse or fail to comply with any lawful order, signal or direction of a police officer or other officer authorized to direct traffic.
