No person shall operate a motor vehicle on public grounds at a speed greater than is reasonable or proper, having due regard to traffic, including pedestrian traffic, and to any other conditions then existing, and no person shall drive any motor vehicle on public grounds at a greater speed than will permit him or her to bring it to a stop within the assured clear distance ahead. It shall be prima-facie lawful for the operator of a motor vehicle on public grounds to operate the same at a speed not to exceed fifteen miles per hour. It shall be prima-facie unlawful for any person to exceed such speed limitation of fifteen miles per hour. In every charge of violation of this section the affidavit and warrant shall specify the time and place of the violation and the speed at which the defendant is alleged to have driven.
(Ord. 124-1957. Passed 5-6-57.)
The prima-facie speed limitation set forth in Section 345.05 shall not apply to emergency vehicles or public safety vehicles responding to emergency calls when the driver thereof is sounding audible signals by bell, siren or whistle. This provision shall not relieve the driver of an emergency vehicle or public safety vehicle from the duty to drive with due regard for the safety of all persons using such public grounds.
(Ord. 169-1971. Passed 6-7-71.)
All motor vehicles shall be driven upon the right half of any approach or driveway on public grounds, except as follows:
(a) Unless otherwise directed by a police officer;
(b) Unless the right half of the driveway is closed to traffic;
(c) Unless such approach or driveway is sign posted for one-way traffic;
(d) Unless it is for single-lane traffic in both directions.
(Ord. 124-1957. Passed 5-6-57.)
No person shall start a motor vehicle on public grounds which is stopped, standing or parked, unless or until such movement can be made with reasonable safety. Before backing, operators of such motor vehicles shall give ample warning and while backing shall exercise vigilance not to injure person or property.
(Ord. 124-1957. Passed 5-6-57.)
No person shall turn a motor vehicle being driven on public grounds from a direct course unless and until such person shall have exercised due care to ascertain that such movement can be made with reasonable safety to other users of public grounds and then only after giving a clearly audible signal by sounding the horn if any pedestrian may be affected by such movement or after giving an appropriate signal in the event any traffic may be affected by such movement. A signal of intention to turn right or left shall be given in sufficient time in advance of the movement indicated to give ample warning to other drivers of motor vehicles who would be affected by such movement.
