345.05 SPEED LIMITS.
   No person shall operate a motor vehicle on public grounds at a speed greater than is reasonable or proper, having due regard to traffic, including pedestrian traffic, and to any other conditions then existing, and no person shall drive any motor vehicle on public grounds at a greater speed than will permit him or her to bring it to a stop within the assured clear distance ahead. It shall be prima-facie lawful for the operator of a motor vehicle on public grounds to operate the same at a speed not to exceed fifteen miles per hour. It shall be prima-facie unlawful for any person to exceed such speed limitation of fifteen miles per hour. In every charge of violation of this section the affidavit and warrant shall specify the time and place of the violation and the speed at which the defendant is alleged to have driven.
