A permit may not be required for ordinary maintenance or minor repairs that are primarily replacement of existing equipment with equipment of like type and capacity without changes in, or extensions of, any utility service line, nor for minor alterations that do not increase the floor area or affect any load-bearing structural element, provided that permits for such repairs, alterations or installations are not specifically required by this Code, and provided further that any such repairs, alterations or installations are made without violating any provision of this Code.

When required by the Commissioner of Buildings two or more copies of plans and specifications shall accompany each application. Plans shall be drawn to scale with sufficient clarity to indicate the nature and extent of the work proposed. Such plans and specifications together shall contain information sufficient to indicate that the work proposed will conform to the provisions of this Code and all other applicable laws, ordinances, rules and regulations. Such information shall be specific, and this Code shall not be cited as a whole or in part, nor shall the term “legal” or its equivalent be used as a substitute for specific information. Each set of plans and specifications shall give the address of the work and the name and address of the owner and the name and address of the person who prepared the plans.
