Whenever used in this Health and Sanitation Code or in any ordinance of the City, "Board of Health" means the Board of Health having control of or jurisdiction in the Euclid City Health District or any general health district of which the City is a part.

(a) Any meat, fish, vegetables, ice, milk or other foodstuffs or drinks in the possession of, or held or kept by, a person dealing in food or drink shall prima-facie be deemed to be possessed, held or kept with intent to sell for human consumption. No person shall, either as principal or agent, sell, offer or exhibit for sale, or have in his or her possession, charge or control, any meat, fish, vegetables, milk or any other article of human food or drink, either raw, manufactured or otherwise prepared, which is putrid, decayed, infected, contaminated, adulterated or unwholesome for human consumption. No food intended for human consumption shall be kept, sold, offered for sale, displayed or transported unless it is protected from dust, dirt, flies or other contamination.
(b) No person, firm or corporation shall dispense, sell, give away or otherwise distribute to any other person, firm or corporation any item of food or other substance designed for human consumption which has been adulterated in any way by the insertion of foreign or harmful objects or substances.

Every person handling milk, milk products, meat, fish, vegetables or other foodstuffs or drinks shall, when requested by the Board of Health or its representative, submit to such physical examinations as the Board of Health or its representative may require. Persons so engaged shall submit such specimens of body discharge for laboratory examinations as the Board of Health or its representative may require. A person holding a permit shall not employ an individual who refuses to undergo such examination or submit such specimens.

Any official of the City or representative of the Board of Health shall have the right and is empowered and directed to enter and inspect the premises of any permit holder, whether located in the City or not, as often as he or she believes necessary, and shall have the right and is empowered and directed to inspect such premises, storage facilities and all apparatus and equipment in connection with the business conducted by the permit holder, including the inspection of any truck or other vehicle used in the business of the permit holder.

Whenever the enforcement of the provisions of any ordinance of the City or any regulation or order of the Board of Health requires inspectional visits or rendering of services to any persons, other than routine inspection visits and services rendered to all persons, such special inspectional visits or services may be provided under regulations of the Board of Health, and the reasonable cost of such special inspections or services shall be paid by the person or persons who applied for the same, or for whom such special inspections or services may be rendered. Whenever the enforcement of the provisions of any ordinance of the City or any regulation or order of the Board of Health requires inspectional visits to points beyond 100 miles from the City, the reasonable cost of such inspectional visits, including time consumed and expense incurred in traveling, shall be paid by the person for whom or on whose account such visits are made.
