Any official of the City or representative of the Board of Health shall have the right and is empowered and directed to enter and inspect the premises of any permit holder, whether located in the City or not, as often as he or she believes necessary, and shall have the right and is empowered and directed to inspect such premises, storage facilities and all apparatus and equipment in connection with the business conducted by the permit holder, including the inspection of any truck or other vehicle used in the business of the permit holder.
