139.01 ASSISTANTS TO DIRECTOR OF LAW.
   In the office of the Director of Law, there shall be such assistants and special counsel as shall be authorized by Council. They shall be persons duly admitted to the practice of law in the State. One of the assistants shall be the Police Prosecutor and the other an Assistant Law Director, both of whom shall perform such duties as shall be delegated to them by either the Mayor or the Director of Law.

139.02 LEGAL SERVICES FOR BOARD OF EDUCATION.
   The Euclid Board of Education is hereby authorized and shall secure such general and special legal counsel as the Board determines necessary by resolution and pursuant to contracts with attorneys selected by the Board and authorized by resolution at the expense of the City of Euclid School District. Assistants to the Law Director of the City may be employed by the Euclid School Board as aforesaid, subject to approval of the Mayor and Law Director of the City.

139.03 RETAINING OUTSIDE LEGAL COUNSEL.
   When approved by the Mayor, the Director of Law shall be authorized to employ, engage or retain the professional services of outside legal counsel, including labor negotiators, from time to time when such services are required and necessary in his or her opinion to assure adequate representation in specialized and technical litigation in which the City is involved. Said legal counsel shall be retained by written agreement between the City and said counsel. The Director of Finance is hereby authorized and empowered to pay for the cost of said legal counsel upon written requisition of the Director of Law. All expenditures incurred pursuant to this section shall be reported to the Board of Control.
