131.01 POWERS OF MAYOR; BOND.
   In accordance with the provisions of the Charter, the chief executive power shall be vested in the Mayor. He or she shall give bond for the faithful performance of his or her duties, the sufficiency of which shall be approved by Council.

131.02 PERMITS AND LICENSES.
   The Mayor may authorize any City official to issue or revoke any permit or license provided for in these Codified Ordinances. He or she may also designate the method of collection and disposition of license and permit fees.

131.03 DIRECTOR OF PUBLIC SAFETY.
   Pursuant to the authority contained in Ohio R.C. 737.01 and Article V, Section 1, of the Charter, there is hereby created the position of Director of Public Safety. Such Director shall have all of the powers and perform all of the duties connected with and incident to the authority of such Director of Public Safety set forth and provided in Ohio R.C. Chapter 737, or any other general law pertaining to such position, now or hereafter in effect except as is otherwise provided by Council. During a vacancy in the position of Director of Public Safety, the Mayor is hereby designated to act as a Director of Public Safety ex-officio with all the authority and power vested in the Director of Public Safety in the City. The Mayor shall be the Acting Director of Public Safety until such time as another Director is appointed and shall serve without additional compensation.
