131.05 APPOINTMENTS.
   (a)   Temporary Appointments. The Mayor shall have the authority to make a temporary appointment, to be compensated at the rate of seventy-five dollars ($75.00) per meeting, in order to fill a temporary vacancy due to an illness, injury or other temporary reason which would prohibit a member of a board or commission listed in Title VII of the Administration Code from attending and participating in regular meetings. If the illness, injury or other disability should permanently prohibit that board or commission member from resuming his or her duties, then a full appointment must be made to that board or commission pursuant to applicable rules and regulations.
   (b)   Full Appointments.
      (1)   Vacancy in membership. In the event that a vacancy occurs in the membership of a board or commission listed in Title VII of the Administration Code through illness, injury, disability, death, or resignation, the appointing authority shall appoint a person to fill the unexpired term of the member no later than 30 days after the vacancy of the membership.
      (2)   Expiration of membership. In the event that an individual's membership of a board or commission listed in Title VII of the Administration Code has expired, the appointing authority shall make an appointment to the board or commission no later than 30 days after the expiration of the term.
      (3)   Notice. In the event of a vacancy of, or upon the expiration of, a membership of a board or commission listed in Title VII of the Administration Code, the Mayor shall give notice to the Clerk of Council that the membership has been vacated or the term has expired. No appointment shall be made until a membership becomes vacant or the term has expired.
      (4)   Effective date of appointment. All Mayoral appointments must be in writing and shall be deemed effective on the date the written notice is received by the Clerk of Council. All Euclid City Council appointments shall be deemed effective on the date that the Euclid City Council votes on the appointment.
