The Planning Commission shall not grant preliminary subdivision plan approval, allowing the construction of improvements, or final plat approval, as set forth in other sections of these Codified Ordinances, after the effective date of this section, nor shall any representative of the Commission approve any split of land located within a flood hazard area, as defined on the official City Flood Insurance Rate Map (FIRM), unless the City Engineer has first approved the drainage, floodproofing plans and a grading plan for the area in question. It shall be the responsibility of the owner/developer to prepare improvement plans in conformity with Chapter 1115. Submission of improvement plans (involving vertical elevations) shall also include a copy of the field notes showing a survey that utilized one of the bench marks given on the Map.
