No construction work, with the exception of preliminary site work approved by the City Engineer, on proposed public improvements for subdivisions, by any person, firm, corporation or other entity, shall proceed until the Planning Commission has granted approval of the preliminary subdivision plan, and the required subdivider's agreement with the City has been executed.
