Ordinance 78 and all amendments thereto are hereby repealed. All rights or remedies of the city are expressly saved as to any and all violations of ordinance 78 and all amendments thereto. As to all violations that have accrued to the effective date of this ordinance, the court shall have all the powers that existed prior to the effective date of this ordinance. All existing violations of ordinance 78 and all amendments thereto, which may otherwise become nonconforming uses under this ordinance, are hereby declared to be violations of this ordinance in the same manner that they were violations of ordinance 78.
