(A) The enforcement of this chapter shall be with the Planning Department. Any complaints shall be made to that office during regular working hours. The Planning Office shall verify the existence of a yard sale. In the event the sale is held on a weekend or holiday, then the complaining party shall call the Police Department, who shall verify the complaint.
(B) When complaints of more than three yard sales have been received against a property owner or resident and verified, the city will then notify the owner and occupant that any more attempted yard sales will result in court action. Thereafter, this chapter shall be enforced as a nuisance.
