145.01 ESTABLISHMENT AND COMPOSITION; APPOINTMENT AND TERMS OF MEMBERS.
   (a)   There is hereby established the Park and Recreation Commission, which shall consist of nine members, who shall be residents of the City. Five members of the Commission shall be from the majority political party and four members shall be from the minority political party.
   (b)   The members of the Commission shall be appointed by the Mayor and approved by Council and shall be appointed to serve during the will and pleasure of Council as follows: Three members shall be appointed for a one-year term, three members shall be appointed for a two-year term and three members shall be appointed for a three-year term. The term of each appointee appointed for a one-year term shall begin January 1, 1972, and end January 1, 1973. The term of each appointee appointed for a two-year term shall begin January 1, 1972 and end January 1, 1974. The term of each appointee appointed for a three-year term shall begin January 1, 1972, and end January 1, 1975.
   (c)   Persons appointed to the Commission may be reappointed to one succeeding term of three years. (1978 Code Sec. 2-28.)
145.02 CHAIRMAN AND VICE-CHAIRMAN.
   The Park and Recreation Commission by a majority vote of its members shall elect a chairman and vice-chairman. The term of the chairman shall be one year. The chairman of the Commission shall preside at all meetings and carry out all other duties that may be provided for by the Commission. The vice-chairman will perform the function of the office of chairman during his absence. (1978 Code Sec. 2-29.)
145.03 SECRETARY.
   The Park and Recreation Commission shall be provided a secretary. The secretary may be a member of the Commission. The secretary shall be appointed at the discretion of Council. The salary of the secretary shall be established by Council. The duties of the secretary shall be established by the Commission.

145.04 MEETINGS.
   The dates of meetings of the Park and Recreation Commission and rules of meetings shall be those established by a majority vote of the Commission.

145.05 PLANS.
   The Park and Recreation Commission shall establish plans for the development of a park system and Municipal recreation program of the City.

145.06 ANNUAL REPORT.
   The Park and Recreation Commission shall present a yearly budget proposal to the recreation committee of Council.

145.07 RECOMMENDATIONS.
   (a)   The Park and Recreation Commission shall recommend changes, improvements or modifications of the park system or recreation program.
   (b)   The Commission may recommend the expenditures of funds by Council to provide for the improvement or enlargement or both of the park system and recreation program.
   (c)   The Commission may recommend the hiring of personnel to provide for the improvement of the park system and recreation program.
