There shall be a Planning Commission for the City consisting of nine members all of whom shall be residents of the City, and all of whom shall be qualified by knowledge and experience in matters pertaining to the development of the City. Such members shall include representatives of business, industry and labor; provided, that each ward of the City shall be represented by at least two members. Three-fifths of all of such members shall have been residents of the City for at least ten years prior to their nomination. All of such members shall be nominated by the Mayor but subject to confirmation by Council. One member of the Commission shall be a member of Council and one member of the Commission shall be from some administrative department of the City.
(a) The terms of office of the members of the Planning Commission appointed from Council and from the administrative department of the City shall be coextensive with the term of office of the Mayor. The remaining seven members of the Commission shall be initially appointed for the following terms of office: One of the members of the Commission shall serve a term of one year; three members of the Commission shall serve a term of two years; and three members of the Commission shall serve a term of three years; the terms of office to commence January 1, 2000. Thereafter, members of the Commission shall be appointed for terms of three years each. Present members of the Planning Commission shall be eligible for appointment for the terms indicated herein.
(b) Vacancies shall be filled by appointment for the unexpired term only. Members of the Commission shall serve without compensation. They shall be officers of the City and as such take and prescribe an oath of office as required by the Charter of the City. They shall not be removed from office except for cause and except for the removal of the present Planning Commission before January 1, 2000 to make their terms comply with the provisions of subsection (a). Members of the Commission may be reimbursed for actual expenses incurred in the performance of their official duties.
