Utah Code Annotated title 41, chapters 1a, 6a, 8, 12a, 21 and 22, as amended, are hereby adopted by this reference as if fully set forth in this code; provided, however, that those provisions which are exclusive to the state of Utah or which are not enforceable by Draper City under the laws of the state of Utah, are excluded.
