It is unlawful for any reason to hold, manage, conduct, aid, participate in, perform, start or carry on any parade or public assembly as defined in this Part unless a permit to conduct such parade or public assembly has been obtained in compliance with the provisions of this Part, except as provided in § 13-403 herein.
