§ 13-403.   Exceptions.
   This Part shall not apply to any of the following:
      A.   Funeral processions.
      B.   Wedding processions.
      C.   A governmental agency acting within the scope of its functions.
      D.   Military convoys.
      E.   Groups of 24 persons or less.
