SIDEWALKS
§ 93.001  DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   APRONS FOR DRIVES.  The area between the curb and the sidewalk over which vehicles may be driven when entering or leaving the driveway.
   CONTRACTION JOINT.  A place of weakness caused by scribing the concrete sidewalk to a sufficient depth to control the location of cracking.
   EXPANSION JOINT.  A complete separation in the concrete sidewalk filled with a bituminous premolded joint filler.
   PRESIDENT.  The President of the city.
   SIDEWALK.  Any concrete or bituminous walkway, or walkway of other materials constructed in that portion of the public right-of-way designed particularly for pedestrian travel.
   SUPERINTENDENT.  The Superintendent of Streets of the city, or its designated agent.

§ 93.002  SPECIFICATIONS AND PERMITS.
   (A)   Permit required; display; fee.  No person shall construct, rebuild, or repair any sidewalk except in accordance with the line, grade, slope, and specifications approved by the Superintendent, nor without first obtaining a written permit from the City Clerk, except that sidewalk repairs of less than 50 square feet may be made without a permit.  The written permit shall be prominently displayed on the construction site.  The fee for the permit shall be established in the schedule of fees.
   (B)   Sidewalk specifications.  Sidewalks shall be a minimum of five feet wide.  Sidewalks shall not be less than four inches in thickness or less than six inches at driveway crossings.  Expansion joints shall be placed at intervals not exceeding 50 feet, and at all driveways, curb crossing or parallel, and adjacent to the proposed sidewalk and any rigid structures.  Contraction joints shall be placed at uniform intervals, normally five feet, between expansion joints.  Contraction joints shall be constructed with a double edger having a radius not exceeding 1/4 of an inch.  All concrete used in sidewalk construction shall, 28 days after placement, be capable of resisting a pressure of 2,500 pounds per square inch without failure.
   (C)   Brooming and stamping of surface.  The concrete surface shall then be broom to slightly rough the surface.  Every contractor building sidewalks shall stamp at each end of the walk constructed by him or her, his or her name and the year in which the walk was constructed.
   (D)   Expansion joints.  Expansion joints shall consist of a nonextruding bituminous material 1/2 inch thick, with a width equal to the sidewalk thickness, and a length equal to the sidewalk width.  All crosswalks shall have barrier free ramps at curbs.
   (E)   Drive aprons.  Drive aprons shall have a minimum thickness of six inches.  Expansion joints shall be placed at the interface of drive apron with public sidewalk and street curb.  Control joints shall be placed so as to divide aprons into squares not larger than ten feet by ten feet1.
   (F)   Fixed forms; backfill.  After the concrete has gained sufficient strength, the fixed forms shall be removed without damaging the concrete.  The spaces on both sides of the concrete shall be backfilled with sound earth.  The backfill shall be compacted and leveled to a grade one inch below the surface of sidewalks, drive aprons, and driveways and left in a neat, workmanlike condition.  Backfilling shall immediately follow removal of forms so as to prevent undercutting and erosion under the concrete.
