(A) Once accepted as a public street, all necessary maintenance and improvements shall be carried out as part of the public street system.
(B) Where significant improvements are required to bring the road up to current standards, the city, at its sole option and discretion, may choose to finance the necessary improvements by special assessment to the property owner(s) with frontage upon the street proposed for acceptance, and in accordance with the procedures for special assessment contained within the city code.
