1333.14 PERMITS INVOLVING NEW CONSTRUCTION OR SUBSTANTIAL IMPROVEMENT OF EXISTING STRUCTURES.
   General applications demonstrating that the proposed development entails new construction or the substantial improvement of an existing structure shall demonstrate compliance with the requirements of Section 1333.12 and be supplemented with:
   (a)    Architectural drawings and related material specifications demonstrating that proposed improvements will comply with the requirements of Section 1333.15 and with all applicable requirements of Sections 1333.16, 1333.17, 1333.18 and/or 1333.19. A licensed Registered Professional Engineer or Architect shall certify that the design, method of construction and materials specified by the architectural drawings fulfill the requirements of this Chapter, conform to generally accepted standards of engineering practice and comply with all applicable Flood Proofing Regulations. The Commissioner shall deny any application that is not supported by such certification.
   (b)   Topographic site plans drawn to scale showing:
      (1)   The location and dimensions of all lots or parcels sought to be developed;
      (2)   Elevations of the land to be developed on existing contours at intervals no greater than two feet if the slope of the ground is fifteen percent (15%) or less and not greater than five feet where the slope is greater than fifteen percent (15%);
      (3)   The location of all proposed fill with a description of the material to be used and method and degree of compaction proposed;
      (4)    Proposed elevations of the land after development on contours at intervals no greater than two feet if the slope of the ground is fifteen percent (15%) or less and not greater than five feet where the slope is greater than fifteen percent (15%);
      (5)    The dimensions, location and elevation in relation to mean sea level of the lowest floor, including basement, of all existing and proposed structures;
      (6)    The dimensions, location and elevation in relation to mean sea level of any enclosure to be constructed below the level of the lowest floor;
      (7)    The elevation. in relation to mean sea level, to which any structure will be floodproofed in conformity with Section 1333.14 of this Chapter;
      (8)    The location and elevation in relation to mean sea level of all existing and proposed material storage facilities and a description of the materials to be stored therein; and,
      (9)   The location of all known and proposed drainage facilities.
