1333.16 ELEVATION REQUIREMENTS.
   Except as provided by Sections 1333.17, 1333.18 and 1333.19, all new construction and substantial improvements, including manufactured homes, located in a Flood Plain District shall have the lowest floor, including basement, at or above the minimum elevations specified by this Section:
   (a)    On land designated "Zone A" on the Flood Insurance Rate Map for which supplemental base flood water surface elevation data recognizable under Section 1333.07(c) does not exist, the minimum elevation of the lowest floor, including basement, shall be two feet above the highest adjacent natural grade;
   (b)    On land designated "Zone AO" on the Flood Insurance Rate Map for which no depth number is indicated, the minimum elevation of the lowest floor, including basement, shall be two feet above the highest adjacent natural grade;
   (c)    On land designated "Zone AO" on the Flood Insurance Rate Map for which a depth number is indicted, the minimum elevation of the lowest floor, including basement, shall be above the highest adjacent natural grade to a level, measured in feet, equal to the depth number indicated on the Flood Insurance Rate Map;
   (d)    On land for which the maximum water surface elevation to be experienced during the occurrence of a base flood has been projected by the Federal Emergency Management Agency, or for which supplemental water surface elevation data recognizable under Section 1333.07(c) is available, the minimum elevation of the lowest floor, including basement, shall be the FPE ( one foot above the maximum water surface elevation projected for the base flood).
