(a) All development shall be inspected by the Commissioner as necessary to assure compliance with the terms, conditions and limitations of the Flood Plain Development Permit and all related Building, Electrical, Plumbing, and Zoning permits.
(b) No Occupancy Permit shall be issued for any New Construction or Substantial Improvement developed by the authority of a permit issued under this Chapter until such time as the owner of the property delivers to the Commissioner an "as built" topographic site plan documenting the:
(1) Location, dimensions and elevations of the lot or parcel as developed on contours at intervals no greater than two feet if the slope of the ground is fifteen percent or less and not greater than five feet where the slope is greater than fifteen percent and identifying the location of any fill with a description of the material used and method and degree of compaction employed;
(2) Dimensions, location and elevation in relation to mean sea level of the lowest floor, including basement, of all pre-existing, newly constructed and substantially improved structures located on the site;
(3) Dimensions, location and elevation in relation to mean sea level of any enclosure constructed below the level of the lowest floor of any structure located on the site;
(4) Elevation, in relation to mean sea level, to which any structure has been floodproofed together with the certification of a registered professional engineer or architect that the floodproofing methods employed comply with the requirements of Section 1333.14 of this Chapter;
(5) Location and elevation of any storage facilities and a description of the materials to be kept therein; and,
(6) Location of all known and proposed drainage facilities.
(c) The following as-built certifications are required after a floodplain development permit has been issued:
(1) For new or substantially improved residential structures, or nonresidential structures that have been elevated, the applicant shall have a Federal Emergency Management Agency Elevation Certificate completed by a registered professional surveyor to record as-built elevation data. For elevated structures in Zone A and Zone AO areas without a base flood elevation, the elevation certificate may be completed by the property owner or owner's representative.
(2) For all development activities subject to the standards of Section 1333.23(a), a Letter of Map Revision.
(3) For new or substantially improved nonresidential structures that have been floodproofed in lieu of elevation, where allowed, the applicant shall supply a completed Floodproofing Certificate for Non-Residential Structures completed by a registered professional engineer or architect together with associated documentation.
(d) All records pertaining to the administration and enforcement of this Chapter shall be available for public inspection at the office of the Zoning Commissioner. Duplicate copies of the "as built" topographic site plan of any structure within which toxic or flammable materials may be kept shall be filed with the Division of Fire.
