SEC. 2-4.   REMOVAL FROM OFFICE FOR MISCONDUCT OR NEGLECT OF DUTY.
   Any officer of the city who shall refuse or willfully fail or neglect to perform any duty enjoined upon him by law or ordinance, or shall, in the discharge of his official duties, be guilty of any fraud, extortion, oppression, favoritism, partiality or willful wrong or injustice, is guilty of an offense, and may be removed from office for malfeasance in office as provided by the charter and the civil service rules.
