The Board of Trustees shall make written findings and an order concerning the disposition of the appeal presented to it and shall cause notice of the decision to be sent by certified mail to the complainant within thirty (30) days after the hearing. The Board of Trustees will not reverse the decision of the City Manager or his or her hearing officer, unless it appears that such decision was contrary to the manifest weight of the evidence made available at the formal hearing.
