Sec. 13-7-30.   Appeal to Board of Trustees.
   The request for an appeal shall set forth with specificity the facts or exhibits presented which the complainant relies and shall contain a brief statement of the complainant's reasons for the appeal. The City Manager will compile a written record of the appeal consisting of all exhibits or other physical evidence offered. Such consideration shall be limited exclusively to a review of the record on appeal and the complainant's written request for appeal. No further evidence shall be presented by any party to the appeal, and there shall be no right to a hearing de novo before the Board of Trustees.
