Sec. 13-6-100.   Sewer service charges.
   (a)   Rate. City sewer system operating revenues are primarily derived from sewer service charges. Service charges shall be based on a flat rate schedule, using the appropriate EQR value, and the unit rate given in Appendix A, Schedule of Rates and Fees, a copy of which is available at the City Manager's office.
   (b)   High strength sewage. The service charge rates given in Appendix A, Schedule of Rates and Fees, a copy of which is available at the City Manager's office, are based on sewage strength similar to normal domestic wastes. For any commercial or process water use where high strength wastes may be expected (above 230 mg/1 BOD-5 and 250 mg/1 SS), the City reserves the right to require installation of a sampling point, as approved by the City Engineer, and to charge a premium fee. Such premium shall be determined by the City Manager based on current treatment costs plus the administrative costs of sampling, testing and billing.
