City water system operating revenues are primarily derived from water service charges. Water delivered by the City shall be sold on a metered basis, except where meters have not yet been installed. A base fee is set to cover billing and a portion of fixed overhead costs. Where no meter exists, billing shall be based on the customer's EQR value. Service charges shall be billed as shown in Appendix A, Schedule of Rates and Fees, a copy of which is available at the City Manager's office.
