Sec. 13-4-60.   Pretreatment.
   Where necessary, and the City determinations shall be final, the customer shall provide, at his or her expense, such preliminary treatment as may be necessary. Where preliminary treatment facilities are provided for any waste or water, they shall meet with the approval of the City for adequacy of design and, once built, shall be maintained continuously in satisfactory and effective operation by the customer. When required by the City, the customer of any property served by a service line carrying industrial wastes shall install a suitable control manhole or monitoring point in the building sewer to facilitate observation, sampling and measurement of the wastes. Such manhole or monitoring point shall be accessible, safely located and constructed in accordance with plans and specifications approved by the City. The manhole or monitoring point shall be installed and maintained by the customer at his or her expense.
