The City reserves the exclusive right to deny application for service when, in the opinion of the Board of Trustees, the service applied for would create an excessive seasonal, or other, demand on the facilities. Denial may also be based upon an unresolved obligation between the City and the applicant, inadequate documentation of easements for main lines that service the property, or any other reason as determined by the City Manager and/or the Board of Trustees.
