Sec. 13-2-50.   Modification, waiver and suspension of rules.
   The Board of Trustees, or the City Manager acting on instructions of the Board of Trustees, shall have the sole authority to waive, suspend or modify this Chapter, and any such waiver, suspension or modification must be in writing, signed by the Board of Trustees or City Manager. Such waiver shall not be deemed an amendment of this Chapter. No waiver will be deemed a continuing waiver.
